THE HISTORY OF THE UNIVERSITY
 
   The history of MSUEE is inseparably linked to the development of Hydro-Technical Engineering and Melioration in the Russian Empire, USSR and Russian Federation. The birth of the University is prepared by the whole course of the development of the system of agricultural education and science in our country. To better understand the current state and the evolution of the development of the University let's look at the facts of History.

Petrov Agriculture and Forest Academy
   To find the starting point in the history of MSUEE one should look at the annals of Petrov Agriculture and Forest Academy.
   1857 - in the meeting of Moscow Agricultural Society is discussed the organization of Tertiary Agronomical Education. As an appropriate place for the institution is chosen Petrovski-Razumovski estate.
   1861 - "by the highest decree" the estate is bought-up with the funds of the Ministry of State Property.
   1865, Nov 21 - the Petrov Agriculture and Forest Academy is officially opened. All the necessary buildings are complete. The main campus (the Auditorium) is built in the place of the old wooden palace of Razumovski's (supporters of the daughter of Peter The Great - the Empress Elizabeth).
   In the Report of the Committee of the Ministry of State Property the necessity of the creation of the Institution was justified as follows: “The fact that Petrovski-Razumovski estate combines all the conditions necessary not only for the functioning of one extensive agronomical institution, but also secondary analogous establish¬ments with experimental, educational and practical equipment, will completely balance the significant expenditure of the Treasury, closeness to Moscow and convenient communication with the city warrant the constant interest of curious visitors…”
   Dr Nikolai Ivanovich Zheleznov is appointed as a first Director of the Academy. According to the regulations everyone was allowed to attend to the lectures. Everyone was allowed to follow the courses that one was interested in. The democratic atmosphere had as a result the development of the revolutionary ideas among the students. "Petrovka" becomes an arena of political turmoil.
   1872 - Petrov Academy is converted to a regular Tertiary Institution with an increased Police supervision. In the Academy is working the Great Botanist-Physiologist Kliment Arkad'evich Timiriazev.
   In 1888 V. R. Wiliams started his scientific and pedagogical activities.
   1889, May - new regulations on Petrov Academy are passed. The Forestry Department is closed.
   1890, April - the admission of new students is terminated due to political turmoil. 150 people are sent to Butyrskaya prison.
   1894, Jan 31 - the last public sitting of the Council of the Academy, where V. R. Wiliams presents his Master's Dissertation.
   1894, Feb 1 - the Academy is closed. It is suggested that in the Petrovski-Razumovski estate a Cavalry School or an Agronomical Research Institute with no students should be accommodated.

Moscow Agricultural Institute (MACI)
   1894 - in the Ministry of Agriculture and State Property is created the Department of Land Improvement - the first Russian State Institution on Melioration. A central point of the Department, among others, was the staff development.
   1894, Autumn - under the public pressure instead of Petrov Academy is established the Moscow Agricultural Institute(MACI) - a closed Educational institution with a limited access. Mainly the children of the landlords were admitted. MACI consisted of two Departments - Agricultural and Agricultural Engineering (preparing agronomists and engineers-agronomists respectively). The main subjects were Practical Mechanics and Hydraulics, Theoretical Mechanics, Construction Mechanics, Building Art, Descriptive Geometry. The Master of Physics K. A. Rachinskiy was the first Director of the institute, Secretary of the Council of the Institute - Prof. I. A. Iveronov, member of the board - Prof. V. R. Wiliams, who was also the Head of the Chair of General Agriculture.
   1897 - the first graduates of the Institute: 13 from the Agricultural Department and 3 from Engineering. And so, Russia started the preparation of Engineers for Agriculture, Engineers for Melioration and Hydro-technicians.
   1900-1901 - Only 8 students are studying in the Engineering Department.
   1905, Dec 23 - the days of the December Armed Uprising - the Estate is surrounded by the Army. Against the main building (under the tower with the clock) are positioned the guns. At the entry to the Students Hostel (currently the building of V. G. Goriachkin Moscow State University of Agricultural Engineering - MSUAE) stand the guards. The Hostel, as a revolutionary nest, is closed, the building is passed over to the Engineering Department.
   1907, May 22 - Prof. Wiliams is elected as a Director of MACI
   1911 - the beginning of Master's Exams.
   1912-1913 - the small Engineering Department has significantly grown in the last couple years: from 1912 Construction Mechanics is read by I. P. Prokofiev, Building Art - by V. V. Podarev, a Chair of Hydro-technical Works and Melioration, headed by V. G. Glushkov, is established, 10 former students, among them Aleksei Nikolayevich Kostiakov, are chosen for training to start teaching activities.
   1915 - the number of students in the Engineering Department has reached 250. The Agricultural Education for Women is started (Golitsin Courses) - female 1500 students.
   1916 - the beginning of the construction of the building of Engineering Department with a series of Laboratories (according to the project of Prof. P. S. Strakhov). The entire teaching personnel participated in the construction of the Campus and the equipping of the Laboratories. Especially significant was the contribution of the chairman of the Construction Committee and Dean of the Faculty of Engineering Prof. I. P. Prokofiev, Professors A. N. Kostiakov, V. V. Podarev, P. C. Strakhov. The construction was accomplished in 1923.
   1908-1917 - V. V. Podarev, D. N. Prianishnikov, V. Ya. Zheleznov are the consecutive Directors of MACI.
   1917, Spring - MACI is renamed to Petrov Agricultural Academy.
   1919 - V. P. Goriachkin is elected as a Director of the Academy.
   1922, January - V. R. Wiliams is appointed as a Chancellor.

Timiriazev Academy of Agriculture (TAA)
   1923, Dec 10 - Petrov Agricultural Academy is renamed to K. A. Timiriazev Agricultural Academy. With that name is inseparably connected the development of the Moscow Institute of Water Engineers (MIWE).
   1923 - new Laboratories of the Faculty of Engineering are built.
   1924 - Faculty of Engineering is transferred to the new building (currently Campus 1 of MSUEE).
   By the year 1927 300 specialists of the Faculty of Engineering of TAA have graduated.
   1929 - the first 5-year Plan of the USSR. New big tasks are set for the land improvement and hydro-technical industries. The need for highly qualified personnel is sharply increased.

Formation of MHMI
   The existence of unique Laboratories and a group of prominent scientists and teachers was the reason for the decision of the Ministry of Education to unify the Faculty of Melioration of the Mezhev Institute, the Peat Institute and Marsh Culture Courses with the Faculty of Engineering of TAA.
   1930, June 10 - according to the Order ? 156 of the Ministry of Agriculture the Moscow State Institute for Meliorative Engineering is established on the basis of the Faculty of Engineering of TAA, Laboratory of Hydro-technical Equipment, Laboratory of the Institute of Melioration and Hydro-technical Department of some of the organizations of the USSR. During the First 5-year Plan Prominent specialists are invited to work in the Institute.
   1931 - the total number of students in the Institute is 929: 48% workers, 28% - kolhozniks (farmers), 20% - public servants, 4% - peasants.
   1934 - the Institute is named after M. A. Chernov.
   1936, Mar 28 - the Institute is renamed to Moscow Institute of Engineers of Water Management (MIEWM)
   1937, June 3 - the Institute is renamed to Moscow Hydro-Melioration Institute (MHMI).
   1940, January 1 - MHMI is named after V. R. Wiliams
   1941, June 22 - the Great Patriotic War started, the normal work of the institute is interrupted.
   1941, beginning of November - the Council for Evacuation decided to relocate the Institute to the city of Tashkent. Responsible for the preparations was the Director - I. P. Fomichev. First were evacuated the teachers; On the 15th of November militarized marching column of 142 students, with the student O. L. Yushmanov as a Commissar, started their move to Tashkent. Three small heated carriages arrived in Tashkent by the New Year's Eve of 1942. On their way to Tashkent, in the intermediate stations, they were given only bread. In Tashkent the Institute was accommodated in the grounds of Tashkent Institute of Irrigation and Melioration of Agriculture (TIIMA or TIIIMSH in Russian). Prof. M. I. Martselli was the head of the relocated Institute.
   1943, November - the "tashkentites" returned to Moscow. Many students and members of the staff went to the Front. The names of the perished are listed in the special memorial plate.
   1944, May 19 - by the order of the Council of Ministers of the USSR ? 10931-p a Science and Research Bureau is established.
   1945 - a new Faculty of Construction of Small and Medium-sized Hydro-Electrical Stations is opened.
   1951, March - MHMI is renamed to V. R. Wiliams Moscow Institute of Engineers of Water Management.
   1951 - the Faculty of Mechanization of Hydro-Melioration is opened. Additional floors are built in the Campus (the works started before the War).
   1960, June 2 - by the decree ? 1000 of the Council of Ministers of the USSR and the order of the Minister of Secondary and Tertiary Education of RSFSR ? 540 of the 15th of August the Institute is unified with the TAA as a Faculty of Hydro-technical Works and Melioration.
   1960, October - the Science and Research Bureau (NRB) of MHMI is renamed to Science and Research Centre (SRC).
   1961 - the Chair of Melioration and Construction Machines is founded.
   1963, Sep 3 - by the decree ? 1079 of the Council of Ministers of the RSFSR and the order of the Minister of Agriculture of RSFSR ? 363 of the 10th of September the Faculty of Hydro-technical Works and Melioration of TAA is converted back to MHMI.Due to the organization of new specialties, increasing number of students and the development of scientific research, new Chairs and Laboratories are established:
   1963 - Chair of Metal Technology and Machine Repairs
   1964 - Chair of Tractors and Automobiles
   1966, Feb 1 - Faculty for Professional Development for Executives and Specialists in Agriculture
   1966, 1 Sep - new specialty of Agricultural Water Management is opened.
   1970, Feb 12 - Science and Research Laboratory for Mechanization of Maintenance Works in Draining Systems is founded.
   1972, Jun 23 - Science and Research Laboratory for the Development of Theoretical Foundations of joined control of Water, Salt and Thermal Regime in Cultivated Lands (so called Problem Research Laboratory) is founded.
   1973, Jul 12 - the specialty Agricultural XXX converted to Agricultural XXX and XXX and Protection of Water Resources.
   1974, Jul 3 Science and Research Laboratory for Hydraulics of Irrigational Canals, XXX is founded.
   1974 - preparation of specialists in Economics and Organization of Water Resources is organized.
   1975, Feb 28 - Science and Research Laboratory for exploitation of Hydro-Melioration Systems in RSFSR is founded.
   1975, Sep 1 - the education of students specializing in Agricultural Construction is started.
   1975, Oct 1 - a branch of MHMI in the city of Briansk (7 Chairs and 15 Laboratories) with the purpose of preparation of specialists for melioration organizations in Non-Black-Soil Zone is opened.
   1976, Sep 9 - Chairs of Economics of Water Management, Computing and Applied Mathematics are established.
   1977, Sep 7 - Chair of Work Safety, Oct 25 - Chair of Russian Language are established.
   1979, Jan 11 - the Institute is transferred to the group of TI of the 1st Category; Jan 18 - the Chair of Agricultural Construction and Architecture is established.
   1979, Mar 28 - the Faculty of Economics and Organization of Water Management is opened;
Aug 28 - Chair of Civil Defence; Nov 15 - Chair of Soil Science for Melioration; Chair of Land Management; Chair of Chemistry;
   1980 - the Institute is awarded the Order of the Labour Red Flag.
   1981, Jan - Science and Research Laboratory of Technology of Development of Concrete Melioration Constructions is founded.
   1983 - Chair for Management of Agricultural Production is established.
   1984, Jun 1 - Science and Research Laboratory of XXX of Hydro-technical Constructions is founded
   1987, Oct 1 - the Briansk Branch of MHMI is passed as a Faculty to the Agricultural Institute of Briansk (order ? 770 of GosAgroProm)
   1993 - MHMI is renamed to Moscow State University of Environmental Engineering. Decree of the Council of Ministers of RF ? 1983 of the 23d of Oct, Order of the State Committee for Tertiary Education ¹ 524 of the 26th of May 1994 and order of the Ministry of Agriculture of RF ¹ 142 of 9 Jun 1994.
   1996, Dec 26 - by the Decree of the Ministry of Agriculture ¹ 372 MSUEE obtains the status of a State Educational Institution.

MSUEE Today
   The preparation of highly qualified personnel for the Water Management Economy, Hydro-Technical and Agricultural Constructions is currently realized in 21 faculties of specialized tertiary Institutions and Universities of Russia.
   In MSUEE a multilevel system of professional education is introduced: Engineers, Bachelors in specialties of Environmental Engineering (duration of studies 5 and 4 years respectively) , Construction, Economics, Technological Machinery and Equipment.
   Also available are studies for the Master's degree (2 years after obtaining Bachelors degree) in Environmental Engineering and Construction.
   In the four faculties of the on-campus full-time Department of MSUEE there are 3200 students, among them: 100 from the countries of UIS (former USSR) and 120 from other countries; there are 150 PhD Aspirants, among them 60 from other countries (16 specialties in 25 Chairs).
   There are two specialized Councils for presentation of PhD and DSc Dissertations in 6 specialties.
   In the last 10 years 50 DSc and 300 PhD Dissertations were prepared and successfully presented .
   The Faculty of Professional Development has30 programs for re-training Scientific, Academic and Engineering personnel in Ecology, Economics and Management.
   There are 350 teachers (55 Doctors of Science, Professors) in the 37 Chairs of MSUEE. Two thirds of the teachers have postgraduate scientific titles. The lecturers of the University are authors of most of the Russian text-books on the subjects taught in the University. In the last couple of years 60 books and teaching aids were published, some of them in foreign languages.
   Scientific research in the University is performed according to a series of federal programs, among them - "Ecological Safety of Russia", "Fertility", "Drinking Water", "Revitalization of the Volga", "Caspian Sea", "Melioration and Hydro-Technical Works". In the last several years the scientists of the University have published 40 monographs, handbooks and specifications, received 260 certificates of authorship and 8 international patents.
   The results of the research of the Problem Research Laboratory are extensively used in the teaching process.
   As a result of the initiative of the scientists of MSUEE, the Russian Academy of Water Management Sciences was founded. The main purpose of the Academy is the effective use of the creative potential, coordination and unification of the efforts of scientists and specialists in the development of the most important perspectives and directions in various spheres of Water Management Economy in the Russian Federation. The Academy consists of 15 sections and regional branches.
   It has 160 scientists as its Members and Corresponding Members.
