   Constructions
    Building, as a branch of material production, is a national treasure for any country. The level of development of the building industry predefines the potential and effectiveness of practically all branches of the economy. That is why the preparation of specialists in planning, reconstruction and management of building and other constructions should be based on the principles that utilise a range of advanced methods of fundamental University and engineering education. And currently this is an important requirement of professional activity of the staff of the Faculty of Constructions of MSUEE.
The Faculty offers the following specialties:
- Hydro-technical Constructions (specialisation "Civil Hydrotechnics")
- Industrial and Civil Engineering
- Environmental Engineering of Territories
    The Faculty of Constructions is one of the oldest structural subdivisions of the University. Its history is closely connected to the development of constructions in our country. The process of its establishment can be divided into the following stages:
  1944 - In Moscow Institute of Engineers of Water Management named after V. R. Williams (the name of MSUEE at the time) a specialty "Construction of small and medium hydro-electro stations" is opened.
  1945 - The Faculty of Construction of small and medium hydro-electro stations is opened.
  1975 - The specialty "Agricultural Constructions" is opened.
  1986-1988 - The Faculty starts preparation of specialists in "Hydro-technical Constructions" and "Industrial and Civil Engineering"
  1994 - The specialty "Environmental Engineering of territories" is opened.
    The preparation of engineers in our Faculty was from the very beginning organised in the best traditions of the Russian Engineering School, combining theory and practice: in-depth general scientific and engineering education with the vast volume of practical and laboratory preparation, with meticulous setting of the course and diploma assignments, with professionally written text books and production practices.
    The faculty uses a multilevel system of preparation of specialists. Educational plans of all specialities are prepared according to the international experience of preparation of specialists in three steps: Bachelor, Engineer, Master.
    Graduates with the Bachelor's degree can continue the education on the third educational level and in two years, after presenting a thesis, obtain the Master's degree which will allow them to pursue scientific or academic career.
    Serious attention in the educational process of the faculty is paid to the study of humanities and problems of economics and production organisation.
    Currently the structure of the Faculty includes 7 Departments (Chairs):
"Hydro-technical constructions", "Complex usage of water resources", "Hydraulics", "Building Mechanics", "Building and Architecture", "Engineering Constructions", "Bases and Fundaments".
 
Mechanics
1. History
    The Faculty of Mechanisation of Hydro-Melioration Works of Moscow Hydro-Melioration Institute, currently Mechanical Faculty of MSUEE, is one of the centres of preparation of highly qualified specialists in mechanisation of hydro-melioration constructions.
    In 1945 in Moscow Hydro-Melioration Institute the speciality "mechanisation of hydro-melioration works" was created with 60 specialists graduating every year.
    Currently the Mechanical Faculty of MSUEE is the head faculty of Russia. Programs, text-books and other material written by the faculty staff are used by all tertiary institutions in Russian federation and countries of UIS.
2. Educational Work
Today the Faculty has two specialities:
- Service and technical exploitation of transport and technological machines and equipment in water management with specialisations:
    Service of transport and technological machines and equipment in water management;
    Repairs of transport and technological machines and equipment;
- machines and equipment of environmental engineering and conservation of the environment with specialisations:
    Mechanisation in water management and road constructions;
    Mechanisation of works on repairing machinery and on irrigation;
    Technical service of agricultural machinery;
    Construction and testing of environmental machinery and equipment;
    Mechanisation of works on gardens, parks etc.
    During practice sessions in the laboratories and outdoors the students master the working professions and obtain driving licences for tractors and other agricultural machinery.
    The senior year students work as engineers in various organisations and prepare the material for their diplomas.
    On graduating from the faculty the students are qualified for any engineering position in any agricultural organisation.
    The lectures in the Faculty are read by prominent scientists; in the well equipped laboratories students cal perform independent research, determine parameters of the working parts of the machinery, test the combustion engines, regulate heating devices, diagnose hydro systems of any construction and much more.
3. Research
The staff of the Faculty is also engaged in active research dealing with the following problems:
- development of means for mechanisation of the management of melioration systems;
- development of technology for work under winter conditions;
- increasing the reliability and improving the technical-economical indicators of tractors and other machinery;
- research of dynamic processes in melioration machinery of earth-digging type.
    In recent years a complex for the replacement of parts for the tractor T-25 (T-30) was developed. The complex is especially useful for small farms.
4. Student research
    The students are also invited to participate in the research and construction work. As a result the most active students obtain patents and medals of VDNH.
5. Employment
    The graduates of the faculty can be employed in any building site, factory, melioration system, port, warehouse etc.
    And whoever is not afraid of the hard work of scientific research or construction of machines, they can count on scientific work in a Research Institute and/or Construction Bureau.
 
Professional Development
History
    The Faculty for Professional Development was opened in 1966 (Order of the Ministry for Agriculture of 1/2/1966 № 24) and was functioning according to the decree of the Central Committee of the CP of USSR and the Council of Ministers of the USSR of 15/1/1966 №38.
    The Faculty realises professional development of executives and specialists in various government organisations as well as scientists and tertiary and secondary education teachers specialising in environmental subjects.
    At various times the general management of the Faculty was performed by the Vice-Chancellors for Professional Development: E. E. Ovcharov (1966-1975), V. F. Loupov (1975-1979), N. A. Diyatyan (1979-1990), N. I. Yurchenko (1990-1996). From 1997 A. T. Kaveshnikov has been the vice-chancellor.
    The positions of Dean and Vice-Dean were held by V. I. Zimin, V. I. Grozov, E. S. Kerzhimanov, S. V. Zasov. In 1996 V. P. Boukreev was elected to the position of Dean.
    Since its establishment more than 15000 have been educated in the Faculty. About 12000 were executives and specialists and 3000 - academics from various tertiary institutions in Russia and other countries.

   Ecologo-Melioration
    In accordance with the decree of People's Commissariat of RSFSR № 156 from 10/6/1930 on the basis of the Faculty of Melioration Engineering of Moscow Agricultural Academy named after K. A. Timiryazev, the Laboratory of Hydro-technical devices and Hydro-technical Department of tertiary institution named after E. N. Bauman, the Moscow Institute of Melioration Engineering and the Hydro-melioration Faculty were created.
    In 1990 by order of the Chancellor the Hydro-melioration faculty was renamed to Ecologo-Melioration, and in 1994 by order of the State Committee of RF for Tertiary Education, the Institute was transformed to the Moscow State University of Environmental Engineering.
    The Faculty prepares specialists on specialties and specialisations:

3. Orientation 656800 "WATER RESOURCES AND WATER CONSUMP-TION", specialty 3311600 "Engineering Systems of Agricultural Water Supply and Water Removal", specialisation 320600 "Complex Usage and Pro-tection of Water Suppliers" and 320601 "Water Management Systems"
 
1. General Information
    By 1/9/2001 the Faculty consisted of 16 Departments (Chairs): Melioration and Re- cultivation of Lands, Organisation and Technology of Hydro-Melioration works, Management of Hydro-Melioration Systems; Agricultural Water Supply; Pumps and Pump Stations; Higher Mathematics; Soil Science and Land Use; Geology and Hydrogeology; Meteorology, Hydrology and Flow Regulation; Geodesics; General and Engineering Ecology; Chemistry; Descriptive Geometry and Drawing; Philosophy and Culture; Russian Language; Sports and Physical Education. The faculty maintains educational programs of higher professional education, performs applied scientific research, profiles preparation of specialists on demand or by agreement with physical or legal persons/units and provides other educational services.
    General management of the Faculty is accomplished by the Scientific Council of the Faculty. To resolve some individual problems of the educational process in the Faculty an educational-methodical commission is functioning. The commission for many years has been led by professor V. G. Yasinetskiy.
 
    The estimated numbers of admissions are:
- Specialties 311600 "Engineering Systems of Agricultural Water Supply and Water Removal", 320600 "Complex Usage and Pro-tection of Water Suppliers" in 1998-2000 - 50 each and in 2001 - 45 each.
- Specialty 330200 "Engineering Protection of the Environment" in 1998-2000 - 75 and in 2001 - 65.
- Specialty "Melioration, Re-cultivation and Protection of Lands" - 65: specialisation 320501 "Melioration and Re-cultivation of Lands" - 50 and 320502 "Melioration Land Cadastre and Land Law" - 15.
 
    Admissions are realised via the exam system.
    From the Ecologo-Melioration Faculty every year graduate:
- Specialty 311600 "Engineering Systems of Agricultural Water Supply and Water Removal", Specialisation 311601 "Agricultural Water Supply" - in 1997 - 38, 1998 - 35, 1999 - 22, 2000 - 26 and 2001 - 32.
- Specialty 320600 "Complex Usage and Pro-tection of Water Suppliers", specialisation "Water Management Systems" - in 1997 - 46, 1998 - 34, 1999 - 45, 2000 - 34 and in 2001 - 42.
- Specialty 330200 "Engineering Protection of the Environment" in 1999 - 45, 2000 - 86 and in 2001 - 65.
 
2. Educational work
    Important factors that guarantee the quality of preparation of specialists are: the high level of qualifications of scientific and academic staff, the state of the material and technical basis of the departments of the faculty.
    The faculty currently employs 154 teachers; 85 of them have doctorate and post-doctorate degrees. Twenty lecturers hold the degree of Doctor of Science. Average age of the lecturers is 50 years. In the last several years a downwards trend in the age of teachers and upwards trend in qualifications were observed.
    The Faculty is using active forms of education in production situations, real-life course and diploma assignments. The use of PCs is common during the preparation of assignments.
    The Faculty also has 5 classes for PC-tutoring of the students.
    Practical education is achieved by the use of appropriate literature and the necessary bases and experimental fields.
    The educational plan contains special subjects allowing students to acquire theore-tical and practical knowledge needed for educational and production practices in the early stages. Total duration of the practice is 24 weeks of which 12 weeks are educational practice, 8 weeks - production practice and 4 weeks - pre-diploma practice.
    The laboratories of the Faculty have all necessary equipment. The educational practice takes place in the experimental field in the city of Kaliazin of Tversk region and other places around Moscow.
    To ensure the quality of the educational process the Faculty has developed an appropriate methodological documentation which allows to implement the professional educational programs. The content of the documentation corresponds to the corresponding State requirements.
    In the last 5 years the academic staff has published 132 papers, including 40 text books and monographs. Twelve books were published under the heading of the Ministry of Agriculture.
    There is a large number of programs and electronic reference materials in the computer class of the Department "Agricultural Water supply" and "Complex use of the Water Resources".
    The head research institutions such as VNIIGiM named after A. N. Kostyakov, MosVodoCanal, Centre of Keldysh, AKH of Panfilov, and many other organisations provide serious help in the educational process.
    The Staff of the Faculty includes many prominent scientists in Melioration and Water Management: Academician, DSc, professor I. P. Aidarov; DSc, Honoured Scientist of RF, professor A. I. Golovanov; professor V. I. Smetanin; DSc, professors V. F Chabaevskiy, V. V. Shabanov, G. H. Ismailov, D. A. Manukyan, S. V. Uspenskiy, A. M. Gasanov, A. M. Zeiliger, B. F. Nikitenkov, B. V. Zhelezny and others. The textbooks written by the Staff members are used in many tertiary institutions of the country.
 
   Economics
 
    The Faculty of Economics was created in 1979. Originally it was preparing Engineers-Economists in specialty "Economics and organization of water management" and Engineers-Hydro-technicians in specialty "hydro-melioration" with specialisation in agricultural water supply and protection of water resources". The last graduation on these specialties took place in 1992. From 1993 the Faculty started to prepare Engineers-Economists in speciality 070600 "Economics and organisation in APK", specialty 070601 "Economics, organisation and planning of water management" (the yearly admission is 50 students). From 1994 the Faculty added the specialties 060300 "Economics of natural environment" and "Economics of melioration and water management".
    In 2000 the specialty 060800 "Economics and control in enterprises of water management" and "Economics and control in an enterprise of use of natural resources" with specialisation 060801 "Organisation of an enterprise".
    Until 1990 the enrollment for the qualification Engineer-Economist was 50 students a year, from 1990 it became 75, since 1993 - up to 100. Therefore the number of students since 1991 has increased from 369 to 566 in 2001.
    Currently the Faculty includes 6 Departments (Chairs), two on specialty, one - general science, two - humanities and one - general-professional:
- Economics of water management
- Control of a water management enterprise
- Applied Mathematics and Computing
- Theories of Economics
- History, Law and Politics
- Foreign Languages
    For the time of its establishment about 1600 specialists on the on-campus education and 850 from Distance Education have graduated from the Faculty.
The structure of preparation of specialists

    The Faculty prepares specialists in the following specialties and specialisations:
- Economics and management in orientation АПК - 070600 specialties 070601 "Economics, organisation and planning of water management"; 070606 "Economics, organisation and planning in use of natural resources"
- 060800 "Economics and management in water management enterprises"
- 060300 Economics in use of natural resources
- 060800(b) Economics and management in a water management enterprise
- 060800(p) Economics and management in use of natural resources enterprise
    The number of students up to 1998-99 was growing and currently it is stable at 560 students.
    The number of graduates grew steadily until the year 2000 and currently it is quite high. This could be explained by the low level of drop-out (5%), a fact that manifests good organisation of the educational process.
    The Faculty for many years has strong contingent of successful applicants, the entry mark is steadily high.
    For the preparation of the professionally oriented students an eco-economics college is functioning for the last 5 years (led by the professor of the Department V. N. Krasnoschekov). The college is attended by high school students of specialised classes (10th and 11th) of many Moscow and suburban schools. During the 2-year course the students acquire knowledge on the level of Technicum in Economics and Ecology subjects as well as additional help on the subjects needed for the entry exams of MSUEE.
    The scientists of the Departments are engaged in research of every-day problems in Economics of use of natural resources and environmental engineering, water management, improvement of efficiency of agriculture and other topics related to environmental engineering.
 
   Multilevel Education
 
    The Faculty of Multilevel Education of MSUEE is founded in 1997. It used to be called Faculty of Bachelors and Masters. The need for the Faculty occurred after the changes that took place in the 90s. The Planned Economy was replaced by the Market Economy and the system of preparation of Bachelors and Masters started competing with the traditional system of preparation of specialists, which had the duration of 5 years.
    In other countries the students acquire the Bachelor's degree after the first 3 or 4 years of education, and then they are able to continue for another two years to acquire the Master's degree. The advantages of such a system are:
1. The 2-stages system allows the students to choose the level and time of their education (taking into account their professional and scientific interests, skills, financial situation etc).
2. The Bachelor's education is broader in relation to general and technical subjects and allows for further improvement in more specialised area according to the demands.
3. The Bachelors are able to acquaint themselves with the Master's program on the chosen specialty, and this allows them to acquire serious scientific preparation in a relatively short period (2 years) and to increase their value in the job market.
4. The degree obtained in a Russian University, allows the Bachelors to pursue Master's degree in Universities of other countries, sometimes with no fees (if they have won appropriate competitions or scholarships).
5. Under the conditions of today's Market Economy it is often preferable to obtain a tertiary-education diploma in 4 years and have the ability to continue while working in one's specialty.
6. For students wishing to have a scientific career it is possible to show their interest and demonstrate their skills at an early stage because of the requirements of the Bachelor's degree (students work on specific assignments from the 3d year). The supervisors are more interested in those who already have developed scientific interests and skills.
    According to the State Educational Standards the Bachelor's degree can be obtained in 4 years for the following specialties:
- Ecology, orientation "Environmental Engineering";
- Builder, orientation "Building";
- Mechanic, orientation "Technological Machines and Equipment".
    It is worth mentioning that the students for the Bachelor's degree are not given any time limits for the preparation of their thesis. Usually the interval between the end of the exams and presentation of thesis is no more than a month. According to this common rule the writing of the thesis should start not later than in September of the 4th year of studies. As a rule the students start their research from the third year under the supervision of experienced teachers.
    From the first days of the existence of the Faculty the Bachelors have been able to continue their studies for the Master's degree with no fees applied.
    The Master's course is the highest level of the classical tertiary education. Its duration is 2 years. Preparation of Masters is taking place according to the following programs:
- Land Reclamation;
- Engineering of territories with protection of natural resources;
- Protection and re-cultivation of natural resources;
- Methods of protection and re-cultivation of the environment;
- Technical means of environmental engineering;
- Technology and organisation of melioration constructions;
- Exploitation of hydro-melioration systems;
- Re-cultivation of lands;
- Protection and reclamation of soil;
- Hydraulics and Engineering Hydrology;
- Agricultural water supply and water removal;
- Water management systems;
- Entrepreneurial activities in use of natural resources;
- River and underground hydro-technical constructions;
- Theory of buildings-and-constructions design;
- Theory and practice of organisational and technological solutions in building;
- Information and Communication Technologies in management of water and soil resources.
    The students also study Computer Science and Programming, Computer Modelling, Database design, perform research and participate in the pedagogical work of the Departments of the University.
    The holders of Master's degree can work as teachers in tertiary and secondary schools, as Research Fellows in various Research Institutions, or as specialists in various organisations.
    Oleg Nikolayevich Pomerantsev is the Dean of the Faculty. He is also a Docent in the Department "Pumps and Pump Stations" His 24 year experience as a teacher and researcher allow him to approach the organisation of the educational process in a highly qualified and professional way.
    Mariana Petrovna Olefrienko is the Methodist of the Faculty. Thanks to her experience in organisation of the educational process the excellent functioning of the complex educational system is ensured.
    The Faculty of Multilevel Education of MSUEE invites students to participate in an open competition, organised by the American Councils of International Educations (АСПРЯЛ/АКСЕЛС).
    АСПРЯЛ/АКСЕЛС plans and realises programs on professional education in Business, Social, Educational, Environmental Management, Law, Economics, Politics.
    This year American Councils invite students to participate in an open competition to obtain grants for a yearly scholarship in the USA.
    Master's program "Information and Communication Technologies for Management of Water and Soil Resources" is performed with participation of EU and the program Tempus/TASIS.
    According to the modern tendencies the Deanery plans to:
- change to the standards of the new generation;
- extend the admission to the Master's program;
- adapt and increase the flexibility of the educational plans to more fully satisfy the interests of students increasing the number of choices and individual programs;
- broaden the international contacts and provide students, Masters and young teachers with the possibilities of practice in other countries.
 
   Distance Education
 
    Until 1971 as part of the Deanery of Hydro-Melioration Faculty there was a Department of Distance Education. The total number of students was approximately 400.
    The increase in number of admissions and total number of students in the Department, in 1971 the staff was increased to include a Dean, Methodologist and a secretary. Since then the Department of Distance Education became a stand alone subdivision of the Institute. In close contact with the other departments new educational plans and directions in methodology were developed.
    The contingent of the graduates from the Faculty in 1968-1973 was formed by:
1. Students admitted to the first year for Distant Education;
2. Students that came from the on-campus education;
3. Students that came from other Institutions.
    With the total number of 500-560 and yearly admission of 100 students the number of graduates was increasing and in 1973 reached 55, which was 55% of the admission plan.
    The actual average duration of the education in the Faculty was for the period 1968-73 seven years. About 33 to 63% of the students completed their studies in time (6 years).
    In 1976 the specialty 07.06 "Economics and Management in APK" was established. The first graduation of the specialty took place in 1982.
The structure of the preparation of specialists
    From 1995 on the admission of students is done on specialties:
-060600 "Economics and Management in the Melioration enterprises and in Water Management" (specialty: Economist-Manager),
-320500 "Melioration, Re-cultivation and protection of Lands" (specialty: Engineer in Melioration, Re-cultivation and protection of Lands),
-171100 "Machinery and equipment of Environmental Engineering and protection of the Environment" (specialty: Engineer-Mechanic).
    The planned admission is 100 students (specialty "Economics - 50, "Melioration" - 25, "Mechanisation" - 25).
Student contingent
    The student contingent in the Faculty at 1/7/1996 was 553, out of whom 294 specialised in "Economics", 194 in "Melioration" and 85 in "Mechanisation".
    25 students were on a contract basis (17 in "Economics", 5 in "Melioration" and 3 in "Mechanisation".
    During the last 4 years the number of Distant Education students has increased.
    In 1997 the specialty "Industrial and civil constructions" and in 1999 - "Engineering Protection of the Environment" were established.
 
    The preparation of the students is realised by the staff of other departments. The teaching takes place in the rooms of the on-campus faculties according to the programs devised on the basis of the programs approved by the Scientific Council of MSUEE.
    The list of subjects in the programs corresponds to the programs of the on-campus education. Only such subjects as Sports and Military Education are excluded.
    Distribution of subjects by year is determined by their logical succession.
    Teaching in auditoriums comprises 20-30% of the volume of on-campus education. The number of hours is stated in each plan. Every plan also specifies the number of hours for the independent work of students.
    The knowledge obtained by the independent studies is secured via tests and assignments. The number of tests is determined as follows: one test for every 80-100 hours of the on-campus education. The form of assessment of the of the knowledge at the end of semester is "zachot" and exams ("zachot" is form of examination where only the "pass" and "fail" marks exist). The final test is the State exam and presentation of the diploma projects. This corresponds to the requirements of the program for tertiary education.
    For students not working on the specialty a special practice with duration of one month is organised. It takes place after the exams of the 6th year. For the State exams a special examination committee is created.
    Every year the Deanery works out a plan of the main and additional examination sessions. The plan is approved by the Vice-Chancellor for Professional Development. Main sessions on all years except the 1st take place once a year, on the 1st year - twice a year - in November and April. In November the students have one exam and 2-3 "zachots" depending on the specialty.
    To lower the tension in usage of the auditorium and laboratory resources of the University, on the second, third, and fourth years the sessions take place during the sessions and holidays of the on-campus education students. i.e. in January-February.
    The presentation of diplomas takes place in the last week of March. The working programs on each subject are devised by the Deanery.
