EDUCATION AND METHODICS ASSOCIATION (EMA)
1. GENERAL
1.1 Education and Methodics Association of Tertiary Institutions
of Russian Federation (further - Education and Methodics Association, EMC)
for Education in Enviromental Engineering and Water Use
is public State Association in the System higher and post-tertiary education
of Russian Federation.
1.2 The main task of the Education and Methodics Association is
participation in the development of State Educational Standards and
approximate programs, coordination of the activities of the Academic
Community, representatives of enterprises and Organizations in providing the
quality and development of the content of the graduate and post-graduate
professional education, submitting suggestions on the structure of the
relevant educational process and programs, expertise on necessary for the
preparation of the highest standards Specialists of educational and
methodic documentation.
1.3 Education and Methodics Association on Environmental Engineering and Water Use
was established by the decrees of State AgroProm of the USSR of 30/6/1988
№ 451 and the Committee for the Tertiary Education of
the Ministry of Science of Russia of 25/11/1992 № 711.
According to the Decree of the Ministry of Education of
Russia of the 8/11/2000 № 3206 "On
Education and Methodics Associations of Tertiary Institutions of Russian Federation
in Technical Development and Technology" MSUEE is declared the Base
Establishment of EMA, since it possesses the necessary highly qualified
Academic Staff, modern educational basis and it realizes all educational
programs, which the Federal Administrative Organ ascribes to the
competence of EMA in Enviromental Engineering and
Water Use.
1.4. Education
and Methodics Association includes as voluntary members Academics of other
Tertiary Institutions of the Russian Federation.
Foreign citizens might also be attracted to participate in the EMA
activities.
1.5. Education
and Methodics Association bases its activity on the principles of equality
of its members and “glasnost” of its decisions.
1.6.
Education and Methodics Association realizes its activity in accordance with
the laws of RF and current Regulations.
1.7. Education
and Methodics Association sends an annual report to the appropriate federal
organs for tertiary professional education.
1.8. The
decisions of EMA are made in accordance with the following rule: the
meetings of the Council of EMA and its Presidium take place once a year, a
decision is considered legitimate, if it attracts not less than 50% of the
vote of persons present in the meeting. The recommendations of EMA are taken
into consideration in their activities by the State organs for tertiary
education.
2. MAIN FUNCTIONS OF EMA
To meet its
commitments on orientation of specialties of tertiary and post-graduate
education in Environmental Engineering and Water Use EMA:
2.1.
Participates in the development of Projects of State educational standards,
requirements and contents of the Academic programs.
2.2. Compiles
lists of summarized programs of specialized preparation of MSc, specialties
in Environmental Engineering and Water Use, educational and methodic
literature and material and technical support of the educational process.
2.3.
Participates in the development of projects of educational plans for
tertiary, and corresponding complementary professional education.
2.4. Organizes
the provision of tertiary Institutions with standardized documentation on
preparation of specialists of tertiary and all stages of tertiary
professional educations in Environmental Engineering and Water Use.
2.5
Participates in the compilation of a list of specialties in tertiary and
postgraduate professional education.
2.6.
Participates in licensing, attestation and accreditation of educational
Institutions.
2.7.
Participates in preparation and expertise of documents in the development
tertiary, and corresponding complementary professional education.
2.8.
Participates the development of programs for professional development and
training of the Academic staff.
2.9.Commissioned
by the Central Federal Organ for Tertiary Professional Education to perform
expertise on attestation of the conferment of titles of Professor and Docent
.
2.10. Makes
suggestions on realization of the State educational policies to the State
Organs for Education.
2.11.
Participates in the development of State educational standards in primary
and secondary professional education with the purpose of their coordination
with the state educational standards for tertiary professional education.
2.12. Participates in the development of exemplary programs for the
postgraduate entry exams.
2.13. Participates in formation of prospective plans of publishing text
books and teaching aids.
2.14.
Participates in organization and realization of competitions for the
educational and methodical literature and audio-visual materials.
2.15. Commissioned by the Central Federal Organ for Tertiary Professional
Education to perform reviews of prepared for publication monographs and text
books and teaching aids, as well as educational and methodical literature of
the corresponding complementary professional education.
2.16. Makes suggestions on improvement of the educational process.
2.17. Conducts conferences, seminars, and meetings on the issues of the
tertiary education and student competitions.
3.
MANAGEMENT AND ORGANIZATION OF ACTIVITIES OF EMA
3.1. The Management of Education and Methodics Association is performed by
the elected collegial organ – the Council of Education and Methodics
Association, the composition of which is sanctioned by the Federal (Central)
Organ for tertiary professional education. In the intervals between the
meetings of the Council the operation of the Education and Methodics
Association is realized by the Presidium. Council of the Education and
Methodics Association approves the regulations for EMA, which are sanctioned
by the Federal (Central) Organ for tertiary professional education.
3.2.
Chairman of the Council of EMA in Environmental Engineering and Water Use is
the Chancellor of MSUEE. The Chairman directs and organizes the work of the
Council and its presidium, represents EMA in the administrative organs of
tertiary education, maintains links with various enterprises and
organizations, attracts academic staff of the Institutions of EMA to
participate in its Councils and commissions.
Deputy Chairman of the Council of EMA in Environmental Engineering and
Water Use is the Vice Chancellor, Education, of MSUEE
The Deputy Chairman ensures the execution of the decisions of the
Council of EMA and the everyday operations of EMA.
The Chairman
of the Council of EMA is a member of various EM committees for the
coordination of strategy, principles and methods of EMAs.
3.4.In EMA in Environmental Engineering and Water Use the following
organizational structures exist:
1. Education and Methodics Council (EMC) in orientation 656400 Environmental
Engineering and Bachelors and Masters in orientation 554100 Environmental
Engineering.
2. EMC in orientation 656800 Water Resources and Water Use.
3. EM Commission (EMCms) for Specialties 320500 Melioration, Re-cultivation
and Conservation of Land.
4. EMCms for Specialties 320800 Environmental Engineering of Territories.
5. EMCms for Specialties 311600 Engineering Systems of Agricultural Water
Supply, Irrigation and Water Disposal.
6. EMCms for Specialties 320600 Complex Utilization and Conservation of
Water Resources .
7. EMCms for Specialties 171100 Machinery and Equipment for Environmental
Engineering and Conservation of the Environment.
8. EM Section for Specialties 060800 Economics and Management in an
Environmental Enterprise.
9. EM Section for Specialties 060800 Economics and Administration in a Water
Management Environmental Enterprise.

3.5. State and
local organs for Tertiary Education and organizations and enterprises can
provide the Base EMA Institution all necessary materiala nd financial
resources to ensure the normal functioning of EMA.
3.6 In accordance with the letter №18-55-оин/16-16 of Apr 24 1998 EMA can
provide to the tertiary institutions via appropriate contracts fee-based
services (expertise on Education and Methodics Materials, Information
Services etc.).
